I. General requirements

We will improve the system of targeted evaluation and use, and stabilize the contingent of professional and technical personnel at the grass-roots level. For rural primary and secondary school teachers, grass-roots health professionals and technicians, and agricultural technicians at or below the county level, professional title evaluation standards that meet the actual grass-roots level should be formulated. The above-mentioned personnel should apply for the evaluation of deputy senior professional titles, cancel or dilute the requirements of papers, and implement separate grouping and independent evaluation. For professional and technical personnel who have been at the grass-roots level for a long time and in poverty-stricken areas, the academic requirements should be appropriately relaxed, the weight of evaluation indicators such as job loving and professional performance, actual work performance and working years should be increased, and the professional titles should be promoted through unit recommendation, assessment and recognition. Teachers in urban primary and secondary schools and professional technicians in health, agriculture, forestry, water conservancy and other series (majors) must have corresponding grass-roots work and service experience to apply for senior professional titles. Their work and service experience and performance contributions in grassroots frontline and poverty-stricken areas should be regarded as the necessary conditions for the evaluation and employment of senior professional titles, and the city's high-quality talent resources should be guided to increase the assistance to grass-roots units and poverty-stricken areas. Establish a career path for professional and technical personnel at the grass-roots level. High and intermediate professional and technical personnel who are recruited according to the grass-roots standards can leave the grass-roots units and be transferred to the inflow units for evaluation. If they pass the transfer evaluation, their tenure will be calculated accumulatively. Encourage the professional and technical talents of provinces and cities under the jurisdiction of the province to flow to the grass-roots level. Institutions at and below the county (city, district) level introduce professional and technical talents with senior professional titles from institutions at and above the municipal level under the jurisdiction of the province, which can be evaluated and hired without being limited by the position structure proportion of the unit
